Preconfiguring sandbox with SDK

[!CAUTION] This part is WIP. We are still working on the integration of app with modules.

SDK is a source of truth for an environment and configures modules, APIs, settings that are avaialble in the production application.

This is provided by the application owner and allows for standalone development and release of each module.
